Patent Claims: 1. A topical mousse composition, the mousse composition comprising: (a) an occlusive agent; (b) an aqueous solvent; and (c) an organic cosolvent; wherein the occlusive agent is present in an amount sufficient to form an occlusive layer on the skin.

2. The topical mousse composition according to claim 1, wherein the occlusive agent comprises petrolatum.

3. The topical mousse composition according to claim 2, wherein the occlusive agent further comprises a mineral oil and a long chain acid.

4. The topical mousse composition according to claim 1, wherein the occlusive agent is selected from the group consisting of a mineral oil and grease, a long chain acid, an animal fat and grease, a vegetable fat and grease, and a water insoluble polymer.

5. The topical mousse composition according to claim 1 or 2, wherein the occlusive agent is present in an amount of approximately 55% by weight or less, based on the total weight of the composition.

6. The topical mousse composition according to claim 5, wherein the occlusive agent is present in an amount of approximately 10 to 50% by weight, based on the total weight of the composition.

7. The topical mousse composition according to claim 1, further comprising an effective amount of an emulsifier component.

8. The topical mousse composition according to claim 7, wherein the emulsifier component is present in an amount of from approximately 1% to 15% by weight, based on the total weight of the composition.

9. The topical mousse composition according to claim 7, wherein the emulsifier component is present in an amount of from approximately 2% to 5% by weight, based on the total weight of the composition.

10. The topical mousse composition according to claim 7, wherein the emulsifier component is selected from the group consisting of a non-ionic surfactant, a cationic surfactant, an anionic surfactant, a fatty alcohol, a fatty acid, and fatty acid salts thereof.

11. The topical mousse composition according to claim 10, wherein the emulsifier component comprises a mixture of a sorbitan ester and a polyoxyethylene fatty alcohol ether.

12. The topical mousse composition according to claim 11, wherein the emulsifier component further comprises a fatty alcohol, a fatty acid or a fatty acid salt.

13. The topical mousse composition according to claim 1, wherein the aqueous solvent is present in an amount of approximately 25 to 95% by weight, based on the total weight of the composition.

14. The topical mousse composition according to claim 1, wherein the organic cosolvent is present in an amount of approximately 0.25% by weight to 50% by weight, based on the total weight of the composition.

15. The topical mousse composition according to claim 1, wherein the organic cosolvent is present in an amount of approximately 0.5% by weight to 2.0% by weight, based on the total weight of the composition.

16. The topical mousse composition according to claim 14, wherein the organic cosolvent comprises an alkyl benzoate.

17. The topical mousse composition according to claim 14, wherein the organic cosolvent is selected from the group consisting of an alkyl ether, an aromatic ether and a cyclic ether.

18. The topical mousse composition according to claim 1, further comprising an effective amount of an aerosol propellant.

19. The topical mousse composition according to claim 18, wherein the aerosol propellant is a hydrocarbon and is present in an amount of approximately 2.5 to 20% by weight, based on the total weight of the composition.

20. The topical mousse composition according to claim 1, further comprising a water-insoluble pharmaceutically active ingredient.

21. The topical mousse composition according to claim 20, wherein said water-insoluble pharmaceutically active ingredient is selected form the group consisting of an analgesic, an antifungal, an antibacterial, an anesthetic, an antiviral, an antipruritic, an antihistamine, a xanthine, a sex hormone, an anti-inflammatory, and a corticosteroid.

22. The topical mousse composition according to claim 21, wherein said water-insoluble pharmaceutically active ingredient is an anti-inflammatory.

23. The topical mousse composition according to claim 20, wherein the pharmaceutically active ingredient is insoluble in both water and the occlusive agent.

24. The topical mousse composition according to claim 20, wherein the pharmaceutically active ingredient is present in an amount of from approximately 0.005% by weight to approximately 10% by weight, based on the total weight of the composition.

25. The topical mousse composition according to claim 20, wherein the pharmaceutically active ingredient is present in an amount of from approximately 0.05% by weight to approximately 1% by weight, based on the total weight of the composition.

26. A topical mousse composition, the mousse composition comprising: (a) petrolatum in an amount of approximately 10 to 50% by weight, based on the total weight of the composition; (b) an aqueous solvent; and (c) an organic cosolvent.

27. The topical mousse composition according to claim 26, further comprising an effective amount of an emulsifier component.

28. The topical mousse composition according to claim 26, further comprising a water-insoluble pharmaceutically active ingredient.

29. The topical mousse composition according to claim 26, wherein said water-insoluble pharmaceutically active ingredient is selected form the group consisting of an analgesic, an antifungal, an antibacterial, an anesthetic, an antiviral, an antipruritic, an antihistamine, xanthine, a sex hormone, an anti-inflammatory, and a corticosteroid.

30. The topical mousse composition according to claim 29, wherein said water-insoluble pharmaceutically active ingredient is an anti-inflammatory.

31. A dispenser, the dispenser comprising: a topical mousse composition comprising: (a) an occlusive agent; (b) an aqueous solvent; and (c) an organic cosolvent; wherein the occlusive agent is present in an amount sufficient to form an occlusive layer on the skin.

32. The dispenser according to claim 31, wherein said occlusive agent in said topical mousse composition comprises petrolatum.

33. The dispenser according to claim 31, wherein said topical mousse composition further comprises an effective amount of an emulsifier component.

34. The dispenser according to claim 31, wherein said topical mousse composition further comprises a water-insoluble pharmaceutically active ingredient.

35. The dispenser according to claim 31, wherein said water-insoluble pharmaceutically active ingredient is selected from the group consisting of an analgesic, an antifungal, an antibacterial, an anesthetic, an antiviral, an antipruritic, an antihistamine, a xanthine, a sex hormone, an anti-inflammatory, and a corticosteroid.

36. The dispenser according to claim 35, wherein said water-insoluble pharmaceutically active ingredient is an anti-inflammatory.

37. The topical mousse composition according to claim 21, wherein said water-insoluble pharmaceutically active ingredient is a corticosteroid.

38. The topical mousse composition according to claim 29, wherein said water-insoluble pharmaceutically active ingredient is a corticosteroid.

39. The dispenser according to claim 35, wherein said water-insoluble pharmaceutically active ingredient is a corticosteroid.
